 As part of the Customs Code of the European Communities, new security procedures known as Import Control System (ICS) will come into effect on January 1, 2011. ICS is a management system electronic security declaration for goods imported into the customs area of the European Union. 

ICS will help customs authorities perform a risk analysis of shipments at the first point of entry into the EU by using electronic data prior to actual shipment. There is no current legal requirement to provide data prior to, but next year, all small package and freight shipments originating outside the EU and be sent to the 27 member states of the EU, Norway or Switzerland are required to have Type Summary Table declaration (ENS) electronics. Although various applied to the data in different time periods, this rule still applies to all modes of transport (air, road, sea and rail). 

UPS will provide shipment information necessary for customs authorities in the appropriate time period, either directly or through a third party. Hence the switch to ICS for both small package and freight will be seamless and transparent. Rest assured that ICS will not lead to more import additional data for UPS customers, however it can lead to frequent security checks by customs authorities due to security high alert.
